Massingham, says if Mr. Haldane and Lord tionth are unable to keep the cost el the Army and Navy within the bounds the Democratic Commons willingly sanction, they must give place to others . SPEECH BY MR. lULDANE. "THE MAINSPRING OF OtTt DEFENCE."
Received 16th, 4.36 p.m. London. February 16. Mr. Haldane, Secretary of State for War, addressing the London Chamber of Commerce, said the broad defence of the nation rested on the sea supremacy. If lost, that lost the mainspring of our defence and military power. Let tlicml therefore listen to no one urging them; to do with a navy without an army. The two services mnst stand or fall together.
