THE NEW GOVERNMENT'S PLANS. A WELCOME CHANGE. Received 6th, 11.12 p.m. Lisbon, February 0. The Fcrriera Government intend to convoke the Cortes, and repeal most ol) the decrees issued during; the Franco Dictatorship, declining liberty to the Press, and Parliamentary immunity. The municipalities and the country! generally welcome it as a Ministry of) appeasement. Senhor Franco is described as a politician who has served in every party in turn, and while his autocratic behaviour lms inspired the Republicans, it has been said itt the same time that the Royalist parties wore also united against him, but divided in their tactics. Senhor Franco's method, according to the London newspaper "The Nation," has been one of colossal bribery. "At a moment of exceptional financial stringency l:e has sought to buy power by legalising the secret 'advances' made by his predecessors to the King, by largely increasing the Civil List, and by raising the salaries of officers ami civil functiouaries." On 23rd November 'it was chronicled in "The Nation":—"The Por. tuguese Dictatorship has entered on a, new phase of repression. A decree linn been issued forbidding all criticism of .-ienhor Franco's administration and the circulation of any news likely to damage the credit of the country. All the more important Lisbon newspapers have been suspended for thirty days. Tho reign of force is, in short, undisguised."
