PACIFIC PENAL SETTLEMENT
Sydney, February 3. The German Consul-General does opt
attach any importance to the suggestion to establih penal settlements on tlie v Pacific Islands. Th? party urging this departure in a small one. Moreover, clause S of the Reciprocity Agreement between Germany and Britain, made in 1888 concerning freedom of trade with German and British possessions, says: Both Governments engage not to establish any penal settlement in or transport convicts to the Western Pacific."
