Prince Cardinal Kopp, and other Polish magnates of the Upper House of the Prussian Diet, warned Prince Buelow that there was a danger, under the Posen Appropriation Hill of infringing the rights of property and exciting mistrust and disaffection in Posen. it was impossible to allow the growth of a state within a state. The grave emergency demanded exceptional legislation. , The Bill has been referred to a committee. ( The" Appropriated xji.l, which was passed by the Lower House of the Prussian Diet, proposes to raise a large sum to purchase estates in Posen district from the Polish owners and throw it open for settlement by Germans.
