He expressed satisfaction with the Franco-Spanish action, and warned the Sultan of Turkey that unhss hj» fully supported the Powers in the matter ot reforms with which they had resolved to proceed 1 , his position in three vilayets would be jeopardised. The terrorism activity would not have assumed such dimensions, he said, had the Turkish authorities afforded the defenceless population energetic protection. He added that the Balkan States had assured the Tower* that thev would not tolerate the organisation of bands in their countries.
