It is officially stated in Berlin that negotiations between Germany, Russia, and Sweden never contemplated reserving the Baltic to the Powers on lt« coasts or excluding th« other Powers, The negotiations refer to the territorial possessions of the states on the Baltic shores, not to toe Baltic Sea. or its entrances or exits.
