FISCAL REFORM. . Received 19th, 5.4 p,.m. * London, January 18. The Right Hon. A. J. Balfour, at a great Unionist demonstration at .Glasgow, admitted the ditlieulty of the prof lems ahead, but the dangers of fiscal Te* form were far leßs than those associated. with social reform. Both were"' difficult, both, necessary, but if the Unionits aspired to achieve these reforms, two small, though not important, extreme wings who found, it difficult to work' with the vast solid main body, must sink their differences and arrange to co-operate. Mr Balfour said ho was convinced that there was a great) party who favored k moderate and rear sonable policy of fiscal reform. If mutual concessions enabled them to adopt an effective common action, the country would reject the most reckless Government that ever held office and call to power men with a constitutional Imne* rial policy. 1
