JAPANESE EMIGRATION
CANADIAN RESTRICTIONS AGREED , roLondon, January 19. Reuter's Toklo correspondent reports that the Japanese Government has received notification that the report of the Hon. E. Lemieux on his misslofi to Japan is entirely satisfactory, and that Sir Wilfrid Laurier is ready to accept Japan's verbal promise to restrict the emigration of laborers, and to rely upon the promise of the Japanese Government to enforce necessary regulations. l .
SATISFACTORY UNDERSTANDING. Received Jan. 17, 11.45 p.m. Ottawa, January 17. The satisfactory understanding, reported yesterday, between Canada an) Japan, to restrict the number of laborers emigrating to Canada, has beea confirmed In official circles.
In consequence of the influx of alien labor into British.Columbia the Legislature in April last passed an Immigration Bill which was Intended ehiefly to •zclude Japanese and Hindus. The Lieutenant-Governor, however, considered that the measure violated the AngloJapanese treaty, and he therefore reserved it for the Royal assent. An agreement between Canada and Japan permits the granting of one pass per month, and no ihore, to an Immigrant from each of her 40 districts, or Ik all 480 passes per annum. However, Japanese have obtained passes to HonOU lulu, to which their immigration Is not limited, and after a stay there enter Canada. t
