We require," he said, "a wise policy ae well." He agreed with Lord Cromer that protective duties must 'greatly increase ilio possibility of a hostile combination. Only a pedant would say that the point did not deserve ecrious consideration. The worse tariff reformers fared, he • concluded, the more fanatical they became.
