CANADA AND THE JAPS.
IMMIGRATION RESTRICTIONS. Received Jan. 12, 4.H p.m. Ottawa, January 11. Advices from Victoria, British Columbia, state that the new regulations provide that immigrants to Canada must, book through passages from tho land of their birth or their citizenship. The regulations become operative immediately, and will stop the influx of Japanese via Hawaii and of Hindus via Hongkong.
Tlie cables reported on Thursday that Mr. Lemirux, the Canadian Minister for Labor, had returned from his mission to Japan. He admitted that no arrangement had been concluded in regard to the restriction of Japanese emigration to Canada, but Micved a solution could be reached. Negotiations, lie said, were being conducted in the friendliest spirit. The above regulations are no doubt the outcome of the Minister's overtures. Towards the end of October, the Tokio correspondent of The Times telegraphed: "The Japanese nation seems profoundly pleased by the attitude of the Canadian authorities in presence of the anti-Jap-anese outrages, but public opinion is evidently opposed to the conclusion of nny convention restricting the movements of Japanese laborers. It fully recognises the right of every sovereign Power to enact convenient limits to the influx of aliens, but such legislation, it is contended, must lie of general application and not show invidious discrimination against one nationality. Besides,
it is not believed that the occasion demands anything in the nature of a convention, inasmuch as, first, the recent inflow of Japanese laborers info Canada is due to an abnormal and temporary cause—namely, the sudden closing of the American door in the face of immigrants via. Hawaii, who have consequently turned towards Canada; and, secondly, the Japanese authorities, of their own accord, now limit the number of emigrants to Hawaii to 3000 yearly, and therefore there is no fear whatever that Canada will be inconvenienced."
