GREATLY INCREASED EFFICIENCY. Received 23rd, 0.56 pan. London, December 23. Tho Rt. Hon. R. B. Ilaldane, speaking at Edinburgh, stated that King Edward, on Friday, had given assent to the biggest army order passed for years. The special reserve would be completed in August, and then six divisions would be provided with all the essentials for a long campaign. When the ifsw army order had done its work, the army would have behina the fighting line machinery which, he declared, added 100 per centum to tlie efficiency. The fighting unit cost slightly less than before.
