SERIOUS OUTBREAK IN PERSIA. A NATION DIVIDED. TURKEY'S OPPORTUNITY. Received December IG, 10 p.m. Teheran, December 10. An outbreak has occurred at Teheran, ami, .fighting between the Nationalists and Royalists has taken place. The city is in a state of siege, and tribal cavalry and Cossacks are parad- | ing tlie streets. The palace, legations and consulates are guarded. Tin- trouble is due to the Shah's refusal to expel reactionary chiefs, who are intriguing against the Cabinet. The Ministry has resigned, apparently under compulsion, since three of the principal Ministers, ur hiding Nassarelninlk (tch Premier), were afterwards arrested by the Shah's order. Parliament was eiirnged, • and asked the Shah his reasons for the arrests, and resolved to sit and await his reply. Prior to this an angry mob, demanding the execution of several soldiers for recently murdering two shopkeepers in a street all'ray, iired into Parliament buildings.

The Cossacks are no longer in Kosakowsky's hands, and in a blind struggle, between the reformers and reactionaries neither know how to govern. It is unknown whether the Cossacks will consistently take either side. Moreover, Persia is subject to the depredations of the Turks.' The Sultan finds the opportunity a good one for the prosecution of bis schemes for (he conquest of the frontier, and unless other Powers bring him to account there is no serious obstacle to prevent him.
