democratic proposals. l.ondoii. December 12. The Chancellor of the Exchequer, lion. H. H. Asquith, addr<**sing the Eighty Club, spoke in favour of holding general Parliamentary elections every five years, if not at shorter intervals. I Speaking of the House of Lords, he said that as democratic ideas advanced, a well-constituted and wisely-led .second chamber might be a real advantage in ravising work improvidently and precipitately performed. The Government intended sooner or later to take the opinion of Parliament and the nation upon the scheme of L'pper House reform which Sir Henry Campbdl-Baniierman had forshadowed.
