THE CONGO.
AN IMPROVEMENT MADE. Brussels, December 4. The ISill ratifying the annexation of the Congo has been referred to a committee of the Chamber of Deputies. A Brussels newspaper declares that the Crown Domain will be treated as a separate concern and administered by nn ollicinl appointed by the Govern.ment. This official will submit a report, annually. The Domain is not a State within a State, but is amenable to the laws of the country. The Chamber will eventually be able to ratify the organisation.
