A FRENCH EXPEDIENT. Received Nov. 24, 4.22 p.m. Paris, November 23. The Bank of France is discounting small parcels of commercial securities signed by leading French firms for the purchase at a pre-mium of American Eagles which do not circulate in France. This is intended to keep down the rate of exchange on London and prevent the drainage of gold in circulation.
