' INCREASING EXPENDITURE. Received Xov. Is, 11.1 p.m. Berlin, November 18. _ The ordinary estimates include £5,710, jOO for new ships, an increase of £1,422,000, and provide £2,483,000 for artillery. These first instalments are required for the construction of three battleships, and one large and two small cruisers.
