o AX IMPORTANT BILL. One of the most important Bills brought down by the Oovcrnment this session is the. Packet Licenses Bill, which was read a. lirst time in the House of Representatives on Friday, in the lirst place it proposes to transfer the license from the master to the owner of the vessel, and gives the Government power to make regulitions restricting the issue of licenses to certain classes of vessels. The Bill goes on to provide that, when a packet license has been granted, no liquor may be supplied on board to an intoxicated person; that no liquor shall lie sold, supplied, or given to an ollicer or member of the crew -without- the written authority of the captain, and that no passenger may supply liquor to the captain or officer or member of the crew on the vessel. Anyone who commits a breach of the provisions of the Act is liable to a fine not exceeding .£2O; and, if the offender is a servant of the, licensee, the licensee will be deemed to be equally guilty and liable to the same fine.
