FowlJs, in moving the second reading of tlie Hospitals and Charitable institutions Biil in the House oil Tuesday evening, explained that the liill provided that such institutions could mortgage their freehold land. Mr. Ailken was apposed to the Bill. He thought Hospital and Charitable Aid Hoards obtained money much too easily. Boards should be held responsible for raising funds themselves instead of levying them from other bodies. The Hon. ti. I'owlds, in reply, said all he wanted in regard to clause 2 was that a Board should be in the same position to deal with its freehold property as it «as in regard to endowment lands. Replying to Mr. James Allen, he said he was prepared to' cut out the provision that the Board could mortgage with power of sale. The second reading was carried by 54 votes to 4.

After midnight Mc. Fowlds moved that clause 2, empowering Hospital Hoards to mortgage freehold lands with power of sale, should be amended bystriking out the words ''power of sale." This was agreed to on the voices, and the clause as amended was agreed to by 2H votes to 19. The remaining clauses were passed unamended, and the Bill was reported. Later the Bill was passed.
