NEW CALEDONIA.
PROBABLE ABANDONMENT OF THE PENAL SETTLEMENT.
Sydney, November 5. v News from New Caledonia stales that female convicts sent out for petty crimes are to be returned to France in small batches. It is surmised that this repatriation may be the beginning of a general scheme. It is reported that male convicts under the age of fifty who have not less than three years' sentence to undergo will be sent to French Guinea. At present there are about sixteen hundred male convicts, with about an equal number of recidivistes or incor* ri'gibles. From January next the local troopß are to be- reduced to one company of marine infantry and thirteen men of marine artillery. The strength of troops will be made up by local recruits.
