This was the third of the Land Bills, and was the worst. He characterised the Bill as a hypocrite and a political fraud. He contended the Bill was introduced by the Government at the b.dding of an insignificant body of leaseholders, and at the bidding of' the Government Parliament had passed it Into law. Many of the freehold members had supported the Bill, but ha was pleased to say/there were' excep. tions who had adhered to their wi£ ciples. *

Hon. J. A. Millar said Mr Massey's speech was a repetition of hia second reading speech, with the addition that he characterised the BUI as a fraud. Ha would soon see whether the country regarded the measure as a fraud or not.
