Soc., who was commissioned by the Government to supervise the attempt to force the, clouds into a good humor by explosives. MiBates was not, of course, responsible'for the rain-making policy. lie states that though he could not share the very sanguine hopes of the promoters of the experiments, he tried his beat to meet their views, and to the utmost of his abilities heartily co-operated with the committee. Kef erring to one occasion when rain arrived, he writes:—"Events were moving in such a manner, that I could forecast a-period of figuration in the near future, The times that are most favorable for rain, fortunately for the district, coincided very nearly with such widespread and abundant rainfalls has not occurred for years, and oil this account, unfortunately for myself, the task of giving conclusive evidence as to cause au\t effect ia the experiments Wiis thereby rendered more difficult.
