KAISER'S HEAD AND HEART.
Berlin, August 28. Mr Andrew Carnegie has written an article jii the Morgen on "The Kaiser's Economic and Political Mission," in, which he states:— "I should say that a great man has arisen in Germany in the person of the Kaiser. • It is impossible to follow his deeds without feeling that here is a personality and a power who can effect ,tbe good or evil of the world. At the same time, just, as the Czar of Russia called the Hague Conference for the promotion of the peace of the world, so, some day or other, the powerful Kaiser, led by'the thought of what, he owes to himself and Germany, ' may play the same role on the European stage, as the Liberator of the Continent from the curse of the destructive war that is weakening it."
