KAISER'S HEAD AND HEART.

Berlin, August 28. Mr Andrew Carnegie has written an article jii the Morgen on "The Kaiser's Economic and Political Mission," in, which he states:— "I should say that a great man has arisen in Germany in the person of the Kaiser. • It is impossible to follow his deeds without feeling that here is a personality and a power who can effect ,tbe good or evil of the world.
