THE "ACTE FINALE." The Hague, Octubcl' IS. The plenary sitting of The Hague Conference voted its "acte finale," enumerating thirteen conventions and one declaration. These in the form of separate Acts will be submitted to the States for signature. The direction in which it is desirable that Powers should work in order to achieve the important aims which were partly discussed at the Conference without definite result, is indicated.

The Times says Ike ilague Conference has bn ii a chani It has done little good, and a considerable amount of mischief, chiefly of value as a warning against the besetting folly of the hour in pandering to sentiment, merely because it may be papular, regardless of the inevitable consequences. The Times hopes the Government will refrain from ratifying either the prize court or any othar project, until satisfied that England's position will not compromise her, and her power intact. CONFERENCE CONGRATULATES ITSELF Received Oct. 20, 4.10 p.m. London, October 10. At the final sitting of the Conference. 11. NelidoiT claimed that the international prize court would be the monument of the Conference. The delegates had done their best, and ( their successors must develop what had been begun.
