Mr. Ferguson saya when he joined the Board's service he wan always asked to express his views freely, lie has not abused the privilege, and is therefore reluctantly compelled to conclude that lie lias lost the confidence and respect of a majority of the present members. While not desiring to criticise the chairman's decision, he feels the position laid down is an untenable one for him.
