The resolution added that although not now porisible to conclude the convention, the sense of the discussion had not exceeded the limits of judicial coil- * troversy. Forty delegates voted ill favor of tio resolution, while the representatives of four Powers abstained from voting. Mr. Choate stated that the United States abstained from supporting the " declaration, which, he declared, was a retreat from the advance just previous!* won.
