ANGLO-GERDAN DIVERSITY. The Hague, October 10. At the Peace Conference, Sir Ernest Satow, British delegate, said he considered the rights of neutrals were superior to those of belligerents. It was unfair, he said, to expose neutrals to the risk of great disasters. Germany claims that belligerents have a right to remain an indefinite term in a neutral port which is not in the immediate proximity of the theatre of war, and that belligerents arc entitled to coal at the same port a second time after three months
