UPTON'S CHALLENGE DECLINED. London, September 2C. The Now York Yacht Club has declined Sir Thomas J.ipton's challenge lor the America Cup on the ground that any proposal to limit the size of competing boats would be in violation of the terms of the America Cup Trust. The club is prepared, however, to accept a challenge on the oid lines. Sir T. Lipton is extremely disjointed. since he challenged under a universal rule which American yachtsmen had established and under which they, nsj experienced builders of the particular type of boat mentioned, would have had | a great Advantage over inexperienced I builders.
