CAPE COLONY POLITICS.
THE PREMIER'S MANIFESTO. i Received Sept. 27, 10.30 p.m. Capetown, September 27. The Cape Premier's manifesto asks a mandate to amend the constitution to prevent the blocking of supplies. The Premier claims that the Progressive party, by conciliation, has obliterated racial differences, and announces the intention of dropping the name "Pro tcswve" in future. The Moderate party Will be named the South Alricaii Unionist Party, it, f our u ]anks ii-;il be:—Development of South African products and industries, equal rights to all civilised men, union of the European races, and union of the South African colonies. He adds that the first =tep towards federation or unification, with the prospect of an early union, must be taken at the next Customs aud railWay conferences with the other colonies.
