PERTINENT REPLY TO A RUSSIAN THREAT. Teheran, September 25. A Russian legation warned the Persian National Assembly that if the disorders on the frontier continue Russia will be compelled to intervene, using force to suppress the outrage*. The Assembly replied that during a state of constitutional transition .similar disorders ia the Russian provinces of Caucasus and Baku caused suffering to Persian subjects.
