A TEMPORARY SETTLEMENT. Received Sept. 26, 11.13 p.m. St. Jolui's, September 20. # The Newfoundland Government lua issued instructions designed to avert the exercise of the Imperial authority dealing with the Behring (sic) Sea fishery: ihe instructions include the removal of colonial restrictions against local fisherfolk hiring aboard American vessels, and restoring to the Americans the same eonditons as exsted before 1905. This decision was followed by the issue of ftil Imperial Order-in-Council giving I<«m| effect to the vivendi for the present ashing season.
