THE PRETENDERS PRESUMPTION. Received Sept. 20, 11.30 p.m. Morocco, September 20. Mulai Hafid, the pretender, sent a vizier with despatches to the Powers ottering to guarantee the peace and safety of Morocco if Europe will cease troubling at Casablanca and the French troops retire while he punishes the offending tribes and concludes peace with France.
