; SEQUEL TO THE HAGUE FAILURE. Received Sept. 17, 10.55 p.m. London, September 17. Ihe Daily Express states that a fifth Dreadnought is to be tommenced at Portsmouth immediately, with a displacement of 20,001) ton's and an armament of eight 13.5 guns. The Admiralty's decision is attributed to the failure of the Hague Conference.
