THE NEW ARBITRATION ACT.

SPEECH BY THE HON. MR. MILLAR. Per Press Association. Wellington, Last Night. Speaking at the dinner of the Bookbinders and Paper-rulers' Society tonight, the Hon. J. A. Millar referred to the proposed amendments to the Arbitration Act. lie had been urged by members of unions to legislate on the lines of the Victorian Wages Boards, but had refused, as they did not recognise unions, whereas, in the Government's proposals it was the unions who would nominate representatives to industrial councils. He was sorry certain manifestoes had been published broadcast, prejudicing the Bill in the eyes of the public, liecause he was now daily receiving communications from unions in the country in favour of the Bill. He had been condemned wholesale, yet he had done nothing that was not in the interests of the unions.
