The- amount paid under "The Now Zealand International Exhibition Empowering Act, 1905 " is not the ascertained cost authorised of collecting and preparing sucli exhibits. 2. Tt>. o Special Rate which was mado and which it was necessary to levy over a portion of the district to secure the Eltham Road Loan -was not collected to a sufficient amount to pay the interest. J.
