The President of Switzerland, in welcoming the members of the British House of Commons and others who arc inquiring into the Swiss military system, declared that military institutions on the basis of the Swiss dpimiernrv. were a school for civil virtues, dev.-Wn-Ing devotion to the Fatherland and fidelity to duty.
