One provision ia that no foreign ship must engage iu the coastal trade without a license, under a penalty of £suu. Ships registered in or sailing under a foreign ilag may be exempted from the provision as to license if satisfaction is given that, bv tile law of the country wherein they ate registered, British snips may engage m coasting trade there without license and as lreely as ships under that country , ilag. The Bill provides that seamen engaged in the coastal trade must receive wages at the rates ruling iu Australia. Such vages, iu case, where ships are trading bevond Australia, must be paid before departure from Australia,
