"WE ALWAYS START LATE."
LORD C. BERESFORD ON THE NAVY'S READINESS. London, Tuly 12. The vital necessity of efficiency in the Navy and readiness for war was emphasised by Lord Charles Beresford at a civic luncheon given to the officers of the Channel Fleet at Grimsby. "Efficiency is a difficult but not an impossible thing to carry out," he declared. "It can only be achieved by being always ready to act instantaneously. As the Americans put in, we have to 'get,' and to 'get' quickly, if necessary. "By our habits, by our customs, by our sentiments," said Lord Charles, "we shall always start late, and the need of being ready is therefore of imperative importance. It cannot be too often impressed upon the people that the naval budget is only an insurance for the water-borne wealth of this country. "So long as the Navy is properly prepared for war, peace will be kept, 'if we are not perfect in our preparations and organisation, other nations who arc extremely clever will know it."
