Wellington, Last night. The City Council to-night referred to the Tramways Committee an offer from Archibald Hall, for many years manager of the old horse trams, to lease tEe whole of the Council's electric tramways for twenty years. Mr Hall offers £40,000. per annum, plus 3d per month per car mile 'for the supply of power. . ■
