HIS RETURN TO GERMAN TERRITORY. CAPE GOVERNMENT'S REGRET. Received 2Qtli, 11 p.m. Capetown, August 20. Dr Jameson explained in the Assembly that the Government was bound to re. lease Morenga when hostilities ceased. It was arranged that Morcngii should reside at Upiugiou, and instructions were given tlio police to watch and prevent him re-crossing the frontier wilshoul a magistrate's permission. Ho evaded police vigilance and pursuit however, and succeeded in re-crossing. The Government revetted extremely tfic untoward incident.
