ENGLISH LAND SETTLEMENT BILL.
PASSED BY THE COMMONS. A WARNING TO THE LORDS. Received 18th, 4.26 p.m. London, August 17. In the House of Commons, the English Small Holdings Bill was read a third time without-division. Sir H. Campbell-Bannorman described the Bill as a complete, nicely-balanced- 1 piece of mechanism, which could not be rudely altered without endangering the whole. He web making no threat, nor addressing any appeal to the House of Lords, but great indeed would be their responsibility if, by haßty partisan action, they damaged a great instrument, deemed and approved by the Commons for meeting one of the most urgent of the nation's problems.

The Earl of Crewe acknowledged the fair and friendly spirit displayed by the Unionist side. .
