Up to now the nations have been wary of turning their swords into ploughshares and their spears into pruning hooks. But from the meagre particulars gleaned from a cable from London it seems that an Arbitration Court is really to he established witli a Bench of seventeen judges, presumably to arrange points of difference between nations who might in the absence of such a court enter into useless and devastating wars. It is noticeable that lae nations whose representatives will comprise the eourt are nations of white people, so that the alliance is one of protection between white people, but not against colored ones. A defensive alliance between the white races of the world would perhaps secure universal peace and bring to the earth such a jieriod of prosperity that it has never before experienced. Once the bloodthirsty and aggressive tendencies of the nations are removed and the same aggressive tendencies directed into channels making for better trade relations, a higher code of international honor, a larger, more complete brotherhood, the world will be a place infinitely better to live in than it. is even now. It is
conceivable that the small and international differences that have so often caused large, costly and commercial wars ought to be evaded by the calm consideration of expert judges. The arbitration idea of the settlement of international disputes is nut new. •It will be remembered that the Dogger Bank outrage committed by Russia under the influence of fright and vodka was enquired into by an international board of admirals. It will further be remembered that in several international matters one arbitrator has decided the question at issue to tile satisfaction of the parties. In the person of our own Sovereign the Empire has a safeguard that no navy or army can supply. In the person of its President, the United States of America possesses a power that is accepted as greater than the arbitratcment of battleships. When the barbaric element in war is at last subjugated arbitration between man and man. between state and state, nation and nation, will be considered the only mode of solution of differences. The international Court of Arbitration apparently decided on at The Hague Conference may have more far-reaching <'ffeets than any other measure ever dcby man for man's protection. May it materialise, for it is only under conditions of real peace and universal brotherhood that the world's troubles will become genuinely curable.
