DISCUSSION IN THE LORDS. London, July 30. Tho House of Lords discussed Congo affairs. Horrors were denounced on all sides. Lord Fitzmaurice urged patience, expressing the hope that the Belgian Parliament. in the event of annexation of the Congo, would obtain a real effective control, which would lead to radical reforms. He emphasised the dangers of any rash action. Lord Lansdowno concurred with Lord Fitzinaurice's views.
