THE EMPEROR ABDICATES. ' Seoul, July 19. The Emperor of Korea decided to abdicate to-day. The elder statesmen have written to Marqoi* Ito stating that Japan will receive their support if she deal* fairly towards the Emperor, Otherwise the elder statesmen and the nation are prepared to die as martyrs. Vlaeount Hayashi. Japanese Minister for Foreign Affairs, has arrived at Seoul. There ia much unrest in the vicinity of the Palace. The mob attacked a newspaper office and did much damage. HOW THE ABDICATION* WAS BROUGHT ABOUT. NO'JAPANESE INTERFERENCE. Received 21st, 4.20 p.m. ! Seoul, July 20. Minister* represented to the Emperor that his imprudence in despatching a deputation to The Hague had eqiangered tfte nation, and made it necessary that he should abdicate. The Emperor thereupon convoked the Council of the Elder Statesmen, and they unanimously supported the Minister*' views of the situation. There was much unrest in the vicinity of the Pal-tee while the deliberations were proceeding, and 5000 people who had gathered in front of the pates were beaten hock. The Emperor has abdicated in favor of the Crown Prince. Marquis Ito, the Japanese ResidentGeneral In Korea, refused to intervene between the Emperor and the Ministers, ewn when requested by His Jfajnty to do 80. The Marquis declares that the Ckbinet's whole action was based on its own initiative.
