NOVEL COUNTIES' BILL.

ENCOL'RAGLN'G PRODUCTION. Melbourne, July 17. The Counties' BUI was introduced. It provides for a total expenditure of £530,000, spread over fifteen years iu counties, payable to growers and producers only, and the employment of white labor required. The articles for which the counties are to be paid are— Cotton, flax, hemp, mohair, dried fruits, coffee, tobacco, rubber, rice, preserved fish, combed wool, oil, materials from copra, cotton seed, linseed, Sunflower seed, peanuts, olives, and palm fruit.
