Mr Balfour complains that this overrides the provision of tlie Act of 1870 that no public monney be given for the erection of any elementary school TMa was overriding the Act by administrative action.
&r Willi™ Anson complained that Mr Mclvemia s new Training College would impose the Cowper Temple clauso upon all secondary schools and training , colleges. . 6
Mr MeKeiraa replied that he had only made the conscience clauso a reality. Since the training colleges were chiefly supported by public funds, they must be open to applicants of all denominations. He was compelled to proceed by regulation, because the House of Lords had taught the Government that It was useless to offer to compromise if tlw leader of the Opposition disapproved.
