.Received 10th, 11.52 p.m. Melbourne, ,luly 10. The Governor's Speech showed the State indebtedness had been rcdue.vl during the year by .t1.014.000. Arrangements had been made to meet a local loan of a million falling due in October, and nearly the whole of the London loan of two million due >'u April next was provided for. A policy of judicious railway construction would be recommended, also Bills to provide for the acquisition of a million acres for closer settlement would be submitted. Power would be obtained tt institute indeterminate sentences; a ref.-rendum is to be taken on scripture lessons in State schools; old age pensions to be increased from Ss to 10s per week, and a Workmen Compensation Bill is to be introduced.
