Mr Ramsay McDonald's Bill, providing work through the public authorities for the unemployed, was read a first time. It compels the local council to register unemployed, and provide schemes for local work, and creates a central unemployed committee to conduct national schemes at forestration, road making, and reclamation of foreshore and waste lands. <&ȣs Local authorities are to be able to report deliberate habitual skulkers, whereupon a court of summary jurisdiction may authorise councils to enforce work j for six months.

The financial portion of the schemes are thrown on rates, except when distress is exceptional, when Parliament will -vote relief, the acceptance of which does not entail loss of franchise.
