EFFECT OF CONVENTIONS, DEBATE IN THE LORDS. Received sth, 10.45 p.m. London, July 5. In the House of Lords, Lord Denbigh stilted the Government's denunciations of tile penal clause in the Brussels Sugar Convention' caused the abandonment ot' a movement to establish a sugar-beet, factory at Seat'ord, which would A*ve employed 120 men. Lord Lansdowne said the sugar production of the colonics regarded the Government's action with the profoundest dismay, If tlu* British markets re-opened to bounty-fed sugar, the keystone to the Convention would be withdrawn. Lord Fitzmaurice declared that the [ abolition of the convention system, and the tree introduction of sugar, would s provide more employment than any arti- • ficial arrangement.
