Lord Selborne, in an exhaustive m.view of the question of South African federation, describes the historic causes of disunion, and dwells on the evil effects resulting from five disconnected governments, and the possibilities cf dangerous conflict i of policy in comi~*e- . tion with vital political and economic problem*. He refers to Delagoa Bay reaping inordinate railway and other advantages ruinously affecting the British ports, and suggests the pressing ■necessity for the consolidation of the railway and other British interest.'! in order to terminate this difficulty. Lord Bdborne argues that South Africa will • be wisely and successfully governed only by govaniment responsible to a Parliament representing the of South Africa, and urges the discussion of the subject within the present year Mr Botha, while approving of Hie federatioa,disscnts from Lord Sdlmrnc's reference to Delagoa B«y, declaring the attitude of the Transvaal towards Portugal will be always sincerely friendly.
