Reuter learns that before the text ot the Anglo-Spanish Note was published, - it was thought more courteous to communicate to the Powers the terms of the agreement, to enable them to see its sole aim was to consolidate the Btatus quo in the Mediterranean,. which always has been the common object of the policy of all the Great Powers having an interest jn the Mediterranean.
